   In accordance with Chapter 551 of the Texas Government Code, this agenda has been posted on the official bulletin board at Weatherford City Hall and posted on the City website at http://www.weatherfordtx.gov within the required time frame. The Agenda Packet has also been posted on the City of Weatherford website at www.weatherfordtx.gov/agendas. All meetings of the Weatherford City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford are open to the public. Public participation and written comments are invited on all open session business items.
   The Mayor/Chair requests that all electronic devices be silenced and phone conversations taken outside the Council Chambers. Weatherford City Hall is wheelchair accessible and special parking is available on the south side of the building. If special accommodations are required, please contact the City Secretary at 817-598-4202 a minimum of 24 hours in advance.
   The City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford, as allowed, reserve the right to enter into Executive Session at any time during the course of this meeting to seek legal advice from the City Attorney on any posted agenda item as authorized by Texas Government Code, Section 551.071. Unless a Work Session Agenda, or otherwise indicated, action may be taken on any of the following agenda items.

Consider a request for preliminary plat approval for Whiterock Homes Phase 2, being 34 residential lots on approximately 10.273 acres of land, generally located on 1713 E. Bankhead Dr., City of Weatherford, Parker County, Texas. SBDP-25-0004.

Suggested Action:

Staff recommends approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the attached conditions. At their June 11, 2025, regularly scheduled meeting, the Planning and Zoning Commission voted unanimously (7-0) to recommend approval with conditions.

Discussion and consideration of all matters incident and related to the issuance and sale of "City of Weatherford, Texas, Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025", including the adoption of Ordinance O2025-27 authorizing the issuance of such certificates of obligation.

Suggested Action:

Staff recommends approval of Ordinance O2025-27 authorizing the issuance and sale of  "City of Weatherford, Texas Tax and Utility System (Limited Pledge) Revenue Certificates of Obligation, Series 2025.

Consider authorizing the City Manager to execute a development agreement pertaining to Avilla Lockwood.

Consider a request for preliminary plat approval for Avilla Lockwood, being 1 lot on approximately 17.819 acres of land, generally located at the Southeast corner of BB Fielder Road and Causbie Road, City of Weatherford, Parker County, Texas. SBDP-25-0006.

Suggested Action:

Staff recommends approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the attached conditions. At their June 11 2025, regularly scheduled meeting, the Planning and Zoning Commission voted unanimously (7-0) to recommend approval of the request subject to the attached conditions.

Consider a request for preliminary plat approval for Vida Weatherford, being 1 lot on approximately 14.17 acres of land, generally located at the Southeast corner of Cleburne Avenue and Tin Top Road, City of Weatherford, Parker County, Texas. SBDP-25-0005.

Suggested Action:

Staff recommends approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and the attached conditions. At their June 11, 2025, regularly scheduled meeting, the Planning and Zoning Commission voted (6-1) to recommend approval of the request.

Hold a PUBLIC HEARING to consider adoption of Ordinance O2025-26, concerning a request for a conditional use permit for a New Office Building on an approximate 0.364-acre tract being generally located at 215 E. Church Street, in the City of Weatherford, Parker County, Texas. CUP-25-0007.

Suggested Action:

Staff recommends approval of the Conditional Use Permit request. At their June 11, 2025, regularly scheduled meeting, the Planning and Zoning Commission voted (7-0) to recommend approval subject to the following 2 conditions:

 

 

1. Hours of operation for the business shall be limited to Monday - Sunday, 7:00 a.m. to 8:00 p.m.

 

 

2. Temporary signs, banners, and other advertisements shall not be permitted on the property.

CITIZEN COMMENTS ON NON-AGENDA ITEMS
 

Residents may address the Council/Board/Commission/Committee regarding an item that is not listed on the agenda. Residents must complete a speaker card and turn it in to the Secretary five (5) minutes before the start of the meeting. The Rules of Procedure states that comments are to be limited to three (3) minutes. Speaker rules are posted at the back of the Council Chambers. The Texas Open Meetings Act provides the following: (a) If, at a meeting of a governmental body, a member of the public or of the governmental body inquires about a subject for which notice has not been given as required by this subchapter, the notice provisions of this subchapter do not apply to: (1) A statement of specific factual information given in response to the inquiry; or (2) A recitation of existing policy in response to the inquiry. (b) Any deliberation of or decision about the subject of the inquiry shall be limited to a proposal to place the subject on the agenda for a subsequent meeting.
